Redevelopment and Neighborhood Services

The Hartford Redevelopment Agency (HRA) establishes and manages Redevelopment Plans. To meet the goals for each plan, the HRA may purchase targeted properties through negotiated acquisitions or through the use of eminent domain. Following acquisition, properties are sold and redeveloped. HRA currently manages over 18 Redevelopment Plans throughout the city.

Neighborhood Development

Neighborhood Development efforts center on providing assistance to developers and neighborhood groups to ensure that blighted and underutilized properties are renovated and put back to productive.

  • Provide technical assistance with business plans

  • Attract financing to projects.


Staff works to develop productive relationships between developers and community stakeholders. A major partner in our neighborhood development efforts is Hartford 2000. Hartford 2000 is a coalition of Neighborhood Revitalization Zone Committees (NRZ’s) in the City of Hartford who come together to share ideas, resources and information and to work cooperatively together to strengthen Hartford’s neighborhoods.

Facade Improvement Program

The Façade Improvement Program, administered by the Department of Development Services: Planning Division is the City of Hartford’s primary commercial renovation program. The goal of the Program is to improve the storefronts of businesses on various neighborhood commercial streets and provide the impetus for further investment on these thoroughfares.
