Consolidated Plan & Annual Action Plan
Every five years, each CDBG
Entitlement grantee must prepare a complete Consolidated
Plan. The Con Plan identifies community needs, resources,
and priorities. In addition, an Annual Plan is prepared
every year that provides information on the intended use of
Housing and Urban Development (HUD) program funds to address
needs identified in the Consolidated Plan.
The Hartford’s Five-Year
Consolidated Plan (Fiscal Years July 1, 2010 - June
30, 2015), has one simple but very ambitious goal: to
continue to create a city of growth and opportunity for all
by making each of the City’s 17 neighborhoods a better place
to work, live and play.
To achieve this, emphasis will be
placed on creating a suitable living environment, providing
decent affordable housing, and creating economic
opportunities for Hartford’s low- and moderate-income
residents via six city-wide initiatives promulgated by the
Office of the Mayor in collaboration with the Citizen
Participation process: Improve Public Safety; Provide
Quality Education for Workforce Development; Stimulate
Economic Development; Improve City Health and Cleanliness;
and Stimulate Residential and Human Development.
The goals
and initiatives for the Five-Year Plan will be measured by
the outcomes of availability/accessibility, affordability,
and sustainability. The following is a summary of each of
the six initiatives, the correlating strategies, and global
projects planned in support thereof, which will be reflected
in the priority need categories and objectives noted
throughout the Plan.
CAPER
The Consolidated Annual
Performance and Evaluation Report (CAPER) is a mandatory
report to HUD, which collects, consolidates and reports
information on the performance and outcomes of federally
funded programs and projects. The CAPER is due to HUD within
90 days of the close of the Program Year; it must include a
summary of programmatic accomplishments and an assessment of
progress toward meeting the priority needs and specific
objectives identified in the City’s Consolidated Plan.
