Emergency Shelter Grant
(ESG)

The purpose of the ESG program is to improve the quality of existing emergency shelters for the homeless; make available additional emergency shelters based on need; to assist in reducing the cost of operating emergency shelters; and to make essential social services available to homeless individuals. The greater goal of ESG is to make certain that homeless persons have access not only to safe and sanitary shelter, but also to the supportive services and other kinds of assistance needed to improve homelessness through the funding of preventive programs and activities.

ESG funding is allocated on a non-competitive basis. ESG funds are allocated to shelters in two ways. For day shelters, 5% of the total allocation is divided between the Mercy Housing & Shelter Corporation’s Friendship Center and the House of Bread. For overnight emergency shelters, funds are allocated on a per bed basis, with those shelters open during the day receiving an additional 20%. The City will use 5% of the allocation for administrative costs associated with operation of the program. Historically funds have been used in this manner and have been fully expended on a yearly basis.
