Mission: The Housing and Property Management
Division seeks to actively promote and
facilitate new housing construction and
substantial rehabilitation activities in the
City of Hartford through the administration
of City, State and Federal Programs.

Homeowners
Foreclosure Prevention
The City of Hartford
recognizes that many homeowners have been
adversely impacted by the recent subprime
mortgage crisis. Many homeowners have
Adjustable Rate Mortgages (ARMs) that have
recently reset – to higher monthly payments
that they cannot afford. The Department of
Development Services Housing and Property
Management Division has prepared a guide to
provide Hartford homeowners with useful
information and resources that may help prevent
home foreclosures.

Housing Preservation Loan
Fund
The Housing
Preservation Loan Fund (HPLF) Program has been a
vital resource to Hartford residents for home
improvement for more than 25 years. The HPLF
Program has played a significant role in
maintaining Hartford neighborhoods by offering
affordable loans to homeowners to make needed
repairs and improvements to their properties.

The Housing and Property Management Division
is committed to sustaining and improving
Hartford's livability through the
development of new housing and the
rehabilitation of existing housing
throughout Hartford. Our programs target
several of Hartford's housing goals and
objectives, including density reduction,
increasing homeownership opportunities, and
improving the availability of quality,
affordable multi-family rental units.
Affordable housing development sponsored by
the City of Hartford should be compatible
with and contribute to the design and
character of the neighborhood. The City’s
programs promote a range of neighborhood
revitalization efforts including the
development of single-family owner-occupied
homes and larger scale multi-family rental
properties.

financial
assistance to
potential
homebuyers.

program offering
mortgage
interest rate
buy-downs or
downpayment and
closing cost
assistance, and the
Homeownership
Appraisal Gap
Financing
program promotes
the
affordability of
newly developed
or rehabilitated
homes. Both
programs have
played a
significant role
in helping
citizens become

homebuyers, and
sparking the
revitalization

Section 8 Rental
Assistance Program

housing services organization, located on
Farmington Avenue in Hartford manages the City’s
Section 8 program. For information on Rental

The Hartford Fair Rent
Commission
The Hartford Fair
Rent Commission is empowered by state and local
law to address unreasonable rent increases. If
the tenant believes that his/her rent increase
is excessive, they can file a written complaint
with the Fair Rent Commission.
After the complaint is filed Housing Code
inspectors will inspect the complainant’s
residence and present a report to the
Commission. Poor maintenance, needed repairs or
code violations endangering health and safety
are noted. If staff cannot mediate problems
between the landlord and tenant, the Commission
will hold a public hearing. Repairs may be
ordered or rent may be adjusted until problems
are resolved.
