The HOME Investment Partnerships Program
(HOME) was established by the Department of
Housing and Urban Development (HUD) and is
authorized under Title II of the
Cranston-Gonzalez National Affordable
Housing Act, as amended. HOME is the largest
Federal block grant to State and local
governments designed exclusively to create
affordable housing for low-income
households. Program regulations are at 24
CFR Part 92. Funding for the HOME
program is part of HUD's annual budget,
which is approved by Congress and signed by
the President. The HOME program encourages
public and private partnerships by providing
incentives to for-profit and nonprofit
developers to produce housing for low-income
households. The program fills the housing
gap that the private sector does not
address. Private, public, and non-profit
organizations work together to create
affordable housing options.
The City of Hartford HOME program provides
funding to eligible property owners,
for-profit developers, nonprofit agencies
and Community Housing Development
Organizations (CHDO) for the new
construction or rehabilitation of quality
affordable housing in Hartford. The program
supports the City of Hartford’s goal to
foster the continued development of
homeownership opportunities, and the
rehabilitation and construction of
affordable multi-family rental properties.
Funding through HOME must benefit low-income
and very low-income households.
The City of
Hartford
believes that individuals of similar economic
levels in the same housing market should have
available to them a like range of housing
choices. And, accordingly, is committed
to the goals of affirmative marketing that are
implemented under the HOME Program.

Applications for HOME Program Funding
The City of Hartford
accepts proposals for financing new construction
and/or rehabilitation of residential properties
for the purpose of creating affordable housing
units. HOME loan applicants must have a history
of successfully developing affordable housing.
Preference will be given to proposals that
include a homeownership component, reduce
existing density through
demolition-reconfiguration, and provide adequate
parking and open space.

available at the Department of Development
Services, Housing and Property Management
Division. Minority Business Enterprises (MBE)
and Women Business Enterprises (WBE) are
encouraged to participate in this process.
Important: All
borrowers of HOME program funds must comply with
the March 11, 1996 Court of Common Council
resolution which prohibits the City from
conducting business with an entity owning or
controlling property which is delinquent in its
taxes, loans, fines, fees or other funds owed to
the City, whether such owner is delinquent as a
corporation or corporate stockholder with one
third or greater interest in the corporation,
part or whole of a partnership or as an
individual.
