REVENUE MANAGEMENT AND COLLECTION DIVISION


Accomplishments FY 2005-2006

Wrote several ordinances for revenue enhancements to reduce the taxpayer burden. Specific information can be found in the City of Hartford Municipal Code (sections listed below). These ordinances were being reviewed for the first time, in 20+ years.

Fire $20,000

Section 13-93. Location above second floor. This amendment allows a provision for buildings with sprinkler systems to hold assemblies above the second floor.

Section 13-94. License required; application; expiration; revocation; charge. This amendment allows the Fire Chief to charge a fee of $50.00 for the issuance of licenses for any place of assembly.

Sec. 13-95. Inspections; authority to order correction or close. This amendment imposes a permit fee of $50.00 for the reinspection of restaurants when violations are found.

Section 13-99. Seating in restaurants, nightclubs and similar occupancies. This amendment will reflect the current fire code as it relates to establishing capacity.

Section 13-113. Permit for use, storage, manufacture, sale or transportation—Required; fees. This amendment increases the fees for obtaining permits to store flammable liquids.

Section 13-178. Permit to install, use or maintain—Required. This amendment imposes a permit fee of $50.00 for the installation of storage tanks.

Emergency Services and Telecommunications $75,000

Sec. 25-14. Alarm systems.

Assisted with the implementation of the electronic alarm registration ordinance for all city residences and business establishments. Enforcement of this ordinance will help reduce the significant demand false alarms put on Emergency Services and allow us to better serve the needs of all citizens in our community.  

Department of Public Works $200,000

Sec. 26-8. Cemetery grave opening fees. This amendment establishes the specific fees for city cemetery grave openings.

Sec. 31-8. Lawful obstructions--Permit. The amendment establishes the requirement that no person(s) block off public right-of-way without an applicable permit or license.

Sec. 31-87. Excavation license; bond; permit required. The amendment establishes the requirement that no person(s) excavate within the public right-of-way without an applicable permit or license.
