REVENUE MANAGEMENT AND COLLECTION DIVISION

 

Primary Functions

Manage Accounts Receivable – Revenue Billing and Collection

Direct and Coordinate Citywide (Departmental and Agency) Revenue Collection and Cash Management for General and other Special Funds

Maintain a comprehensive inventory of all department revenue billing and collection for providing goods and services to the residents and citizens of Hartford

Process Finance Department Revenue Receipts and Coordinate Receipt for Charges for Services

Periodic and Quarterly Review of All Tax and Non Tax Revenue Receipts

Forecast future Revenue

Research, Investigate and Resolve Revenue Receipt Issues, as required

Calculate and Distribute Annual Private Duty Schedules for Fire and Police

Analyze Private Duty receipts versus expenditures and report variances

Enforce outstanding tax payments and Payment in Lieu of Taxes (PILOTs)

Provide programmatic and technical assistance to departments in implementing all new revenue generating opportunities, working with cross-functional areas

Educate Department personnel on how revenue received parallels to their individual department expenditures

Review and adjust Citywide fee schedule to remain competitive with surrounding towns

Cash Flow Planning, Contract and Lease Management

Review and Enforce Contractual Terms of Agreements

Collection of outstanding aged balances with Corporation Counsel assistance

Maintain a current lease and asset management inventory and implement a cash flow plan of the agreement terms

Prepare Annual Cash Plan for the General Fund

Enforce collection of outstanding aged balances

Consult and obtain information on all revenue related contracts
 

Performance Budgeting And Budget Preparation

Calculate, Write and Prepare the Annual Citywide Revenue Budget

Prepare the Finance Department Revenue Division Expenditure Budget and annual plan

Manage the Finance Department Budget

Provide instruction and supervision to department and divisions on financial documentation to ensure compliance

Prepare periodic updates and accounting information

Project Expenditures for upcoming fiscal year

Assist in the compilation of the department strategic matrices, legal mandates and other documentation in line with the Citywide Goals

Monitor the Finance Department Business Plan for compliance.
