Biography
December 2006
On December 1, 2006,
former Hartford Assistant Chief of Police Michael J. Fallon was sworn in as
Chief of the State of Connecticut State Capitol Police.
During his twenty-two year career with the Hartford Police Department, Assistant
Chief Michael J. Fallon commanded patrol districts city-wide, the Street Crimes Suppression Unit,
Patrol Operations/Community Response Division, Professional Standards
Inspections Unit, Central Business District Police Service Area (PSA), and the
Special Operations-Emergency Services Unit. He also
commanded the HPD's Disorder Control Team, Emergency Mobile Command
Post, and Tactical Vehicles Units. As
Deputy Chief he served as Division Chief of the South District of the city
and as Chief of the Emergency Services Tactical Teams.
From 2005 to 2006, Chief Fallon served as Chief of Patrol for the Hartford
Police Department. His duties include responsibility for the overall
management and deployment of uniformed police personnel and emergency resources
of the department and homeland security functions. The HPD's Traffic
Division, Bomb Squad, Disorder Control Team, Crisis Negotiation Team, Tactical
Vehicles/Logistics Unit, Special Events Unit, Emergency Response Team, Tactical
Medical Team, Marine Unit and K-9/Animal Control Unit are also under Chief
Fallon's command.
In February 2005 Chief Fallon co-authored the HPD’s Neighborhood
Policing Plan and as Chief of the South District has been instrumental in its
implementation. Chief Fallon served on the Civilian Complaint Review
Board, Police Shooting Review Board, Commendation Committee and Major Incident
Critique Team. Special assignments Chief Fallon supervised included the
Operation "Centurion" and "Liberty" Street Violence Initiatives, the Operation
"Victory" Anti-Gang Violence Initiative, and the "King-Pin" Wire Tap/Heroin
Distribution Operation.
An honors
graduate of Charter Oak State College with a Bachelor of Science in Criminal
Justice Management, Chief Fallon is a POST Certified Instructor with the
Connecticut Police Training Council and possesses a Certificate of Distinction
in Supervisory Leadership from the Connecticut Criminal Justice Command
Institute. In June of 2006 Chief Fallon graduated from the Senior
Management Institute for Police sponsored by the Police Executive Research
Forum.
Chief
Fallon is an instructor with the City of Hartford Police Department Training
Academy and currently serves on the HPD's Accident Review Board,
Uniform/Appearance and Customer Service Committees.
A certified Critical Incident Management Instructor to FEMA's National
Incident Management System (NIMS) through the U.S. Department of Homeland
Security, Chief Fallon teaches Critical Incident Management to law enforcement
commanders and supervisors from across Connecticut.
Born and raised in Hartford, Chief Fallon graduated from South Catholic High
School in Hartford’s Southend, and began his law enforcement career as a
teenager when he
joined the HPD’s Police Explorer Program. He is the recipient of three
Distinguished Service Awards, four Merit Awards, five Exemplary Service Awards,
and one Chief's Letter of Commendation.
