NEWS RELEASE HARTFORD POLICE IDENTIFY SUSPECT IN JULY 29TH SHOOTING. (Hartford) - Detectives of the Hartford Police Department's Major Crimes Division have identified Joel Andres Santiago, DOB 7/18/1983, AKA "Big", as a suspect in a July 29th shooting that occurred on Bulkeley Avenue in Hartford. Santiago has outstanding arrest warrants for violation of probation and failure to appear on narcotics charges. On July 29, 2005, at approximately 11:15 p.m., Hartford Police responded to a report of shots fired at the intersection of Kibbe Street and Madison Avenue. Further investigation located a gunshot victim on Bulkeley Avenue who was subsequently transported via ambulance to Hartford Hospital for treatment. Hartford Police began an immediate investigation of the incident which has led to identification of Santiago as the suspect in the shooting. Santiago, of 651 New Britain Avenue and 36 Bulkeley Avenue, described as an Hispanic male, 5'6", 190 lbs, is known to frequent the Madison Avenue, Kibbe and Bulkeley Streets areas of the city. Inasmuch as the handgun used in the shooting has not been recovered Santiago is considered armed and dangerous.
