LICENSES AND INSPECTIONS DEPARTMENT
MISSION STATEMENT:
Ensure the health and safety of the public, and the soundness and habitability of the City’s residential, industrial and commercial structures.
LEGAL REQUIREMENTS/PRIMARY RESPONSIBILITIES:
The Department of Licenses and Inspections is charged with the responsibility for enforcing all state building codes, and City housing codes and zoning ordinances with respect to new and existing structures in the City of Hartford. In addition, the Department is responsible for the issuance of all licenses and permits required by the State of Connecticut General Statutes and City of Hartford Ordinances.
The department also systematically inspects existing City structures, reviews plans and inspects new or altered structures.
DEPARTMENT BUDGET:
The 2000-2001 Adopted Budget is $2,764,080. This reflects an increase of $34,310 or 1.3% over the 1999-2000 Adopted Budget.
BUDGET HIGHLIGHTS:
The increase is the result of various payroll adjustments due to labor settlements. One Planning Aide position was added. This increase was offset by the elimination of one Junior Clerk Typist position in the Management Services Division.
The recommended budget allows the Licenses and Inspection Department to focus on it’s charter responsibilities, revenue collections, and council mandated programs such as the Rodent Control Task Force, the Hand Held Computer Inspection System and Demolition, Plywood and Mothball Programs. The department’s overtime expenditures remain at the Adopted FY 1999-2000 level to address efforts related to servicing and repairing abandoned buildings and other distressed properties that require frequent use of Inspectors on off hours.
