PERSONNEL DEPARTMENT

MISSION  STATEMENT:

To provide quality human resource services.

LEGAL REQUIREMENTS/PRIMARY RESPONSIBILITIES:

The Personnel Department exists to carry out the mandates of the City of Hartford Charter, Chapter XVI. The Personnel Department is mandated to recruit, test and certify positions in the classified service; to maintain classification and pay plans based on the duties, authority and responsibility of positions in the City’s service; to certify all payrolls for persons in the classified service; and to assist in developing programs of training and education for persons in the municipal service.

Additional responsibilities are to administer the City’s Affirmative Action Plan; responsibility for all State and Federal Commission on Human Rights and Opportunity cases and internal complaints filed in accordance with the City’s Affirmative Action Plan; hear and decide grievances and represent the City before the State Board of Mediation and Arbitration and Labor Relations on issues related to grievances; assist departments in meeting their training needs; and monitor the consultant contract for labor negotiations.


DEPARTMENT BUDGET:

The 2000-2001 Adopted Budget is $1,297,090. This reflects a decrease of $142,470 or 9.9% under the 1999-2000 Adopted Budget.

BUDGET HIGHLIGHTS:

 

The decrease is attributed to the reduction in contractual services for labor contract negotiations. This function, coordinated by the Assistant Personnel Director, will gradually be transitioned to city staff.

The target date for the completion of the Classification and Pay Class Study is June 30, 2000. During fiscal year 2000-2001 the new job descriptions will be reviewed with employees, supervisors and appointed authorities. Upon approval, the salary scales will be matched and negotiated with appropriate bargaining units.

The City Academy will continue to provide training in courses such as Equal Employment Opportunity, Sexual Harassment in the Workplace I & II, Employees’ Lost Time, GED and Positive Business Writing.

Contract negotiations with the IAFF Local 760, City of Hartford Professional Employees Association, School Crossing Guards and Municipal Lawyers Association are ongoing. Negotiations with the Hartford Municipal Employees Association for a successor agreement will begin in the spring of 2001.
