HEALTH DEPARTMENT

MISSION STATEMENT:

To promote, enhance and improve the health of the residents of the City of Hartford.

LEGAL REQUIREMENTS/PRIMARY RESPONSIBILITIES:

Charter and State mandated responsibilities include the preservation of public health; enforcement of state and municipal public health and environmental laws and codes; and maintenance and registry of public vital records.

Identification of community health needs; public education and advocacy; protection of the public from infectious diseases and environmental threats; promotion of healthy life-styles; coordination of public health activities and the provision of selected direct clinical services.

DEPARTMENT BUDGET:

The 2000-2001 Adopted Budget is $2,676,050. This reflects a decrease of $195,480 or 6.8% under the 1999-2000 Adopted Budget.

BUDGET HIGHLIGHTS:

The decrease in the adopted budget is attributed to the transfer of a Senior Project Manager position to the Office of Management and Budget. An Administrative Assistant position in the Communicable Diseases Division was also eliminated. In addition, several of the grant-funded programs will contribute to the rent of the Burgdorf Fleet space that will offset the cost to the City’s general fund. The Child Development Program anticipates a revenue opportunity through collaboration with community partners that will yield additional income to the City. Also contributing to the decrease is new grant funding that will cover the salary of an Epidemiologist position. This critical position supports the ability of the department to assess the health status of City residents. One Program Supervisor position was added to the Environmental Health Division.

The Hartford Childhood Immunization Project will reduce our current operating costs by supporting sixty percent of the cost for a general fund position in this program. The program that provides the resource will reorganize and reprioritize the current services to the community. It appears that there will be minimal programmatic impact; however, we will maintain and support a current employee.

The Health Department continues to mirror the city goals of "Reinventing Hartford" and is committed to improving the health status through programs that support healthy, safe neighborhoods, participate in effective community/city partnerships, increase customer satisfaction with city services, and improve the development of City employees. The Health Department remains committed to increasing partnerships that will bring additional resources to the City of Hartford and to building interdepartmental relationships that will improve services to our residents.
