The Bartholomew Avenue streetscape, or the “Parkville TOD Stormwater Infrastructure & Streetscape Improvements Project”, is a $3.6 million infrastructure initiative that will enhance Bartholomew Avenue from Hamilton Street to Park Street.  An important element of the project is to address the flooding by modifying the existing stormwater system.  While design is just commencing, public realm improvements may include new walks, parklets, bike amenities, curbs, lighting and landscaping.  The project will also explore the installation of “artistic” LED lighting under the rail and CTfastrak viaducts which travel over Park Street.  This will create a more pleasant experience to connect Bartholomew Avenue to the CTfastrak Parkville Station and vicinity.

Bartholomew Avenue is a unique enclave of the Parkville neighborhood.  The street is experiencing private investment for property improvements, business start-ups, new restaurants and mixed income housing.  Located within the Parkville National Historic District, the street is reminiscent of Hartford’s industrial past, possessing many historic manufacturing buildings, most spaces occupied with rehabilitation underway or planned in the near future. The eclectic atmosphere of the street and surroundings is in close proximity to the thriving arts community of Real Art Ways, and regionally accessible from the nearby CTfastrak Parkville Station. 

Parkville was recently highlighted in the New York Times article, “Hartford Kicks Open Its Doors to Innovators.”  These innovators are finding Parkville, and Bartholomew Avenue is at ground zero.  The street is at a pivotal point of resurgence and this streetscape and infrastructure project is vital to supporting private investments and Parkville's long term success. 

The $3.6 million project is funded through a $2 million grant from the State of CT TOD and Responsible Growth Incentive Fund.  State funds will be applied to the project's construction.  A $1.6 million contribution from MDC pays for streetscape design and construction of the combined stormwater-sanitary (CSS) infrastructure.  The City of Hartford is also contributing to the design costs.

Schedule

Project design and engineering is just getting underway.  While the start of construction has not been determined, the goal is Spring of 2018.

Upcoming Events

Public workshops & meetings will be held during the design process.  The first workshop will take place late winter of 2017 and will focus on reviewing the scope and objectives of the project and to receive input prior to the start of design.  This initial workshop will be instrumental in shaping the design, from which final engineering will be based.
