The renowned design, architectural and engineering firms of WSP|Parsons Brinckerhoff (WSP) and HOK have been engaged to represent the City of Hartford in a planning effort associated with the I-84 Hartford Project (the Project). With financial assistance from the CT Department of Transportation, the companies will 1) provide technical assistance to the city as it pertains to the review of the Project and 2) develop a master plan for the area around the new multimodal transit center to be in the vicinity of Union Station. WSP & HOK will report directly to the City of Hartford, Department of Development Services.

Scope of the Planning Process

Technical Assistance

The I-84 Hartford Project (the Project) has entered the important National Environmental Policy Act (NEPA) phase.  City staff has been, and remains in frequent discussions with the CT DOT and affected stakeholders as it pertains to potential impacts the Project may have upon the City, businesses, residents and various resources.  As these discussions evolved it became clear that the City needed additional resources to assist staff with project reviews and efficiently communicate this information to CT DOT.   The technical assistance provided by WSP and HOK will assist the City to appropriately evaluate impacts and take advantage of the transformative opportunities the Project presents upon the Cityscape. 

This work is vital in supporting the Project during NEPA by; 1) seeking strategies to minimize unintended impacts, 2) accomplish long range planning goals of the city, 3) stay on schedule and 4) help maximize Project construction cost efficiencies. 

WSP’s and HOK’s work includes:

    • Evaluating traffic impacts to properties and neighborhoods
    • Maximizing complete streets integration
    • Integration of the East Coast Greenway and public open space
    • Guidance in the planning for the new multimodal transit center
    • Shape a vision for the design of the new multimodal transit center
    • Assist in finding efficient parking strategies
    • Review possible construction impacts and mitigation measures

Capital Gateway Master Plan

A second important task WSP and HOK will conduct is the development of the Capital Gateway Master Plan.  The area of this plan is depicted in the Master Plan Study Area and is vital to reconnect Asylum Hill with Downtown.  The Master Plan will build upon the 2010 I-84 Viaduct Study, the genesis of the I-84 Hartford Project.  The overarching goal of the Master Plan is to create a guiding vision and strategy to promote transit oriented development that will evolve around the new multimodal transit center.

Study Limits

The Master Plan will be developed through an iterative process of evaluating how development patterns influence the placement of ramp and roadway improvements, the design and configuration of the new intermodal transit center, street connectivity, East Coast Greenway, historic Union Station, and other urban, economic and social elements.  Public and stakeholder involvement will be important to shaping this vision and workshops will be conducted to maximize public input.
