City of Hartford Municipal Employees’ Retirement Fund
Mr. Draghi, CFA, CPA is the Director of Investments for the $1 billion defined benefit pension plan sponsored by the City of Hartford, Connecticut. In this role, Mr. Draghi also provides oversight to the City of Hartford’s $75 million deferred contribution plan. He has earned the Chartered Financial Analyst (1999) and Certified Public Accountant (1985) designations. Mr. Draghi graduated cum laude from the University of Connecticut with a Bachelor of Sciences degree in accounting.
Mr. Draghi joined the City of Hartford Municipal Employees’ Retirement Fund (MERF) as its Assistant Director of Investments in 2006. His duties with the MERF include advising the City Treasurer with regard to all asset allocation, investment and investment monitoring activities. Prior to joining the MERF, Mr. Draghi served as a Principal Investment Officer (PIO) at the $20 billion State of Connecticut Retirement Plans and Trust Funds (CRPTF). Over his fifteen year career with the CRPTF, Mr. Draghi served in various capacities including PIO-Real Estate Investment, PIO-Accounting and Control and also participated in the oversight of the CRPTF’s private equity portfolio. His earlier experiences were in public accounting, primarily with the firm of Deloitte and Touche.
Mr. Draghi currently serves on the Investment Committee of the University of Connecticut Alumni Association Endowment. He is a member of the Hartford Society of Chartered Financial Analysts and the Connecticut Society of Certified Public Accountants.
