INCENTIVES

• A Neighborhood Outreach Coordinator to work with residents within Rising Star Communities and Pride Blocks.

• In Rising Star Communities,
  $ 50,000 to support streetscape enhancements and neighborhood improvements; in Pride Blocks, up to $10,000 to fund neighborhood improvements.

• In Rising Star Communities, $450,000 in low interest and  no interest loans for home improvements; in Pride Blocks, up to $150,000 in financing. (The loan fund will be operational  in the first quarter of 2004.)

• Technical guidance as residents rehabilitate their homes.

• General marketing support.

Five Rising Star Communities and Twelve Pride Blocks Designated

Mayor Eddie A. Perez has introduced an initiative in Hartford that is designed  to increase homeownership, investment and pride in Hartford’s neighborhoods. Five clusters of Rising Star Blocks, as well as twelve Pride Blocks, have been designated within communities in Hartford. These areas receive special incentives, neighborhood specific interventions and technical assistance. Each Rising Star Block encompasses a cluster of approximately 8 to 10 adjacent streets.  Pride Blocks, include a  street, or a portion of a street.  The emphasis is on neighborhood management and inclusiveness in decision-making as residents decide on improvements to their community, such as beautification projects.  It is expected that neighborhood collaboration, physical upgrades to individual properties, community beautification and other positive changes will improve the community's image.  And marketing  “success” stories will instill confidence in existing homeowners and homebuyers that these areas are “neighborhoods of choice” for reinvestment and new investment. There are plans to expand the geographical boundaries of Rising Star Blocks and Pride Blocks as it becomes feasible to do so.
