Notice of Funding Availability (NOFA)


The application period for Fiscal Year 2018-19 City of Hartford U.S. Housing and Urban Development (HUD) funding is now closed and the formal review and recommendation process is underway.

Applications were due no later than 3:00 pm on Wednesday, February 28, 2018 at the City Hall Office of Central Grants Administration, 550 Main Street, Room 302, Hartford CT 06103.  No applications were, or will be, accepted after 3:00 pm on Wednesday, Februrary 28, 2018.

Watch this page for information on the City’s draft Annual Action Plan, and upcoming public hearings. Please note: all proposed allocations are, and will be subject to, adoption by the Hartford Court of Common Council and funding allocations from the U.S. Department of Housing and Urban Development.

Below, you will find instructions and applications for the FY2018-19 Award Year Community Development Block Grant (CDBG), Housing Opportunities for Persons with AIDS (HOPWA) and Emergency Solutions Grant (ESG) programs.

In FY 2018-19 CDBG funding for Public Service will prioritize:
•“Youth Development” for youth ages 10-16, and
• “Workforce Development” for re-entry populations

The details of these priorities were discussed at the Public Hearing/Technical Assistance sessions described below.

Public Hearing/Technical Assistance Sessions:
The City of Hartford conducted two Public Hearing/Technical Assistance Sessions prior to the application deadline to provide an overview of the programs and their regulatory requirements, and to provide program application assistance and answer any questions. These meetings were held as follows:

These meetings were open to the public. It was strongly suggested that agencies intending to apply for funding have a representative attend one of the sessions. The locations of the public hearings were wheelchair accessible. Language interpreters and interpreters for the hearing impaired were available if requested in advance.
