2019-20 Annual Action Plan, Draft Published for Public Comment

The City of Hartford will submit its Year 5 Annual Action Plan to the U.S. Department of Housing and Urban Development (HUD) on or before June 14, 2019. The Annual Action Plan addresses the City's intended use of Community Development Block Grant (CDBG), Housing Opportunities for Persons with AIDS (HOPWA), Emergency Solutions Grant (ESG), and HOME Investment Partnerships Program (HOME) funds for the period July 1, 2019 through June 30, 2020. A draft of the plan was posted on May 10, 2019 for a 30-day public comment period. The plan is available for review at the City Hall Office of Central Grants Administration, 550 Main Street, 3rd Floor, Suite 302, Hartford CT 06103, and also online here:

All interested parties may submit written comments for consideration by the City to Mr. Ronnie Vazquez, City Hall Office of Central Grants Administration, 550 Main Street, 3rd Floor, Suite 302, Hartford, CT 06103, or via email at This email address is being protected from spambots. State and Federal Regulations for Applicants

Many potential CDBG, HOPWA and ESG recipients have asked the Office of Central Grants Administration about which laws and regulations recipients of said funding are mandated to follow. Any organization signing a contract to receive CDBG, HOPWA or ESG funding from the City must abide by: (a) U.S. Department of Housing and Urban Development regulations; (b) local ordinances; (c) state laws; and (d) federal laws. Central Grants recommends all applicants review HUD regulations and the City’s living wage ordinance, in particular. The ordinance can be found here: City of Hartford Municipal Code Part II, Chapter 2, Article XII.

 

Applications

The application period for Fiscal Year 2019-2020 (FY2019-20) City of Hartford U.S. Housing and Urban Development (HUD) funding is open for submission starting January 7, 2019. Completed, signed applications were due at the Office of Central Grants Administration, City Hall, 550 Main Street, Room 302, Hartford CT 06103, no later than 3:00PM on Wednesday, February 20, 2019.

Public Hearing/Technical Assistance Presentation

The Office of Central Grants Administration presented two public hearing/technical assistance sessions on the development of Hartford's Fiscal Year 2019-20 Annual Plan, including an overview of program and regulatory requirements for HUD funding. The 2019-20 CDBG application is significantly changed since the last year. Therefore, attendance at one of the following sessions was strongly suggested:
