History of the Hartford Health Department Created in 1884 as a town Board of Health specifically to combat epidemic and disease outbreaks, the Hartford Health Department of the 1990's and beyond has expanded its scope in pursuit of a more comprehensive objective--to ensure that the residents of Hartford are as healthy and free from disease and health risk as possible. The mission of the Health Department is to protect, enhance, and improve the health of the residents of the City of Hartford. In recent years, the Hartford Health Department has assumed a leadership role in the community by building public health infrastructure, developing a comprehensive Community Health Partnership, and embracing the three core functions of public health: Assessment, Policy Development, and Assurance. The Department is divided into several different programs, each addressing a particular issue of concern to Hartford and her residents. Please visit these by clicking on any of the links below. In addition, please be sure to visit our Events page, which is an ever-changing listing of different events that the Health Department is hosting or will be represented at. These events are a great way for the Department to get more involved in the community, and a great way for the community to get to know the work of the Department. In July 2003 the Hartford Health Department and the Human Services Department were merged to become the current Health and Human Services Department under the direction of. Dr. Ramon Rojano, MPH, MFT. The merger of these two departments and the new organizational structure would best enable the City to fulfill the 1996 recommendations of the Mayor’s Blue Ribbon Task Force on Public Health. Among the task Force recommendations were the development of a paradigm that included ‘new and contemporary relationships between multiple entities that represent rich and diverse resources”.
