CASPER Exercise

Department of Health and Human Services to Conduct CASPER Exercise

Hartford, CT – The City of Hartford Department of Health and Human Services, in collaboration with the Department of Emergency Management, Hartford Fire Department, Hartford Police Department, and Hartford Emergency Services and Telecommunications, will be conducting a Community Assessment for Public Health Emergency Response (CASPER) exercise this weekend. The Division of Environmental Hazards and Health Effects Health Studies Branch (DEHHE/HSB) at the Centers for Disease Control and Prevention (CDC) developed the CASPER toolkit to assist personnel from local, regional, state, or federal public health departments in conducting CASPER in the aftermath of a disaster. One of the main objectives of developing this toolkit is to standardize the assessment procedures by focusing on United States disaster response. The CASPER toolkit provides guidelines on data collection tool development, methodology, sample selection, training, data collection, analysis, and report writing.

About CASPER in Hartford


When: Saturday, June 7, 2014 from 9:00AM-2:00PM

Where: 210 total households to be surveyed from 30 randomly selected blocks in the City of Hartford

Who: 10 teams, each comprised of 3 volunteer staff members from HHS and other public health agencies

CASPER enables public health practitioners and emergency management officials to rapidly determine the health status and basic needs of the affected community following any type of disaster. Without information on the community, public health officials may make decisions based on anecdotal information; such decisions may not accurately reflect the need of the community. CASPER uses valid statistical and surveying methodologies to gather information about health and basic needs, allowing public health and emergency managers to prioritize their response and distribution of resources accurately.
