Principal Human Resources Analyst (Labor)

Vacancy is in the Labor Relations Division of the Human Resources Department. Under general supervision, assists in the administration of major and complex personnel functions in labor relations. Develops and maintains working relationships with City management and union representatives; serves as a hearing officer; and may investigate grievances. Actively participates, at times in a lead capacity, in labor/management meetings and/or negotiations; interprets and administers collective bargaining agreements; advises City Departments on employment and labor related issues; and participates in a variety of surveys and research studies related to the area of labor relations. Also assists in State Board of Mediation and Arbitration hearings and Board of Labor Relations proceedings. May participate in recruitment, examination, classification, and salary administration activities as assigned.

Initiate, plan, and direct the execution of special studies, surveys, and research projects relating to human resources programs and procedures, and analyze and interpret resulting data. Advise and assist the Director of Human Resources in formulating and prescribing policies, work methods, and procedures relating to programs such as testing, classification, safety, labor relations, equal opportunity, or manpower; evaluate the effectiveness of a specific program and recommend improved methods, procedures, and organization relating to that program. Represent the Director of Human Resources when requested, and interpret departmental policies, and functions at meetings with City, State, Federal and other agencies. Prepare budget estimates and exercise budgetary control over the funding of a major human resources program. Exercise responsibility for the career development and in-service training of staff members. Undertake special tasks as needed to assist the Director in carrying out assignments and in liaison with citizen groups and other agencies.
