Mayor Segarra Responds to City Council’s Proposed Budget Cuts

(May 23, 2013) – Today, Mayor Pedro E. Segarra filed a response to City Council’s recommended budget cuts and made the following statement: 

”What I submitted to Council today represents the compromise necessary to keep City services and public safety in tact in the way our constituents need and deserve. Council proposed $8.6 million in additional cuts but did not factor in attrition therefore the total reduction is approximately $7 million. I am proposing a net decrease of approximately $3.9 million for a total spending reduction of over $50 million dollars for FY13/14. Accordingly, the anticipated drawdown balance of the Fund Balance will be approximately $9.7 million dollars (a reduction of $3.87 million dollars and will leave a fund balance of approximately $16 million dollars).  As promised, there will be no mill rate increase. The proposed modifications were done in consultation with my finance team and reviewed by Special Assistant Al Ilg.

Hartford to Receive $1.5 Million for Sustainable Housing Revitalization

(May 22, 2013) – The City of Hartford is another step closer to achieving Mayor’s Segarra’s goal of creating sustainable and livable neighborhoods, thanks to a $1.5 Million grant from the State of Connecticut’s Department of Economic and Community Development.

Statement from Mayor Segarra’s Chief of Staff Jared Kupiec

(May 6, 2013) “Over the last few weeks much has been made about a New Year’s Eve dinner that was partially paid for with my City of Hartford purchasing card. Because of the distraction that it has caused, and after speaking with the Mayor, I will be immediately reimbursing the City of Hartford in the amount of $457.21. There are too many other more significant matters that leadership in the Capital City needs to focus its attention on.

Statement from City of Hartford Acting Chief Operating Officer Saundra Kee Borges

(May 13, 2013) – “I have thought long and hard about this decision and today I have asked Mayor Segarra to withdraw my nomination as Chief Operating Officer for the City of Hartford. This was not an easy decision but it is the right one at this time. I want to thank Mayor Segarra for his confidence in me and my leadership. At his request, I will stay on to assist with the transition and selection process of a permanent COO.  I owe a lot to this City and it has been an honor for me to serve in this capacity.”

Mayor Segarra Statement Regarding P Card Audit & Immediate Policy Changes

(May 6, 2013) “In accordance with the recommendation by the Internal Auditors, I am eliminating the use of any and all P cards for "business entertainment". The Finance Department will remove all applicable merchant category codes for dining and restaurants effective immediately. I supported this Audit report since the beginning and I now look forward to working with Internal Audit, the Finance Department, Ethics Committee and any other applicable body to strengthen the P Card program to make sure that the program has the appropriate protections, restrictions and oversight.  Constant review, analysis and sound management of all city operations has been a hallmark of my time as Mayor and these actions are consistent with my philosophy.
