Background: The Hartford Registrars Office wants to inform the public of the Hartford VOTES~Hartford VOTA initiative. Between the presidential elections of 1996 and 2000, Connecticut slipped from among the top 1/3 of states in voter registration to the bottom half of the nation. In addition, only 42% of the voting age population in Connecticut turned out for the Gubernatorial Election of 2002, while only 63% turned out to vote in the Presidential Election of 2004. The goal of the initiative is to increase voter participation in Hartford. This is a non-partisan effort involving community groups and organizations.
