Arrest November 13, 2014

On evening of November 13, 2014, Detectives from the Hartford Police Department Vice, Intell and Narcotics Division, assisted by members of the South Conditions Unit, were conducting a prostitution detail throughout the city. At approx. 10:36pm, in the area of Martin St. and Nelson St., the officers heard several (3) gun shots in close proximity. Several units converged upon the area and observed a suspect fleeing from the rear yards into a waiting vehicle. This vehicle failed to stop for the officers and fled south on Barbour St. A brief vehicle pursuit ensued and the vehicle and occupants were apprehended at the intersection of Woodland St and Farmington Ave. A firearm was discovered discarded from the suspect vehicle during the pursuit. The occupants of the vehicle were transported to MCD to be debriefed. A scene was located at 64 Martin Street consisting of several spent shell casing. Investigation revealed that was in possession of the firearm and discarded it during the vehicle pursuit. Willis was identified as the driver. Three of the occupants of the vehicle (Young, Willis, and Torres) were placed under arrest for various charges and transported to booking.

CHARGES:
1. Criminal possession of a firearm
2. Carrying a pistol without a permit
3. Weapons in a motor vehicle
4. Possession of a stolen firearm
5. Unlawful discharge of a firearm
6. Reckless endangerment in the first degree.

Arrested: Ruben Torres DOB 7-31-71 LKA 373 Capitol Avenue, Htfd
CHARGES:
1. Interfering with Police

Arrested: Tayrence Willis, DOB 2-19-92 LKA of 821 Capitol Avenue, Htfd (Convicted Felon, 11 previous arrest)
CHARGES:
1. Interfering with police
2. Reckless endangerment in the first degree
3. Reckless driving
4. Operating motor vehicle under suspension

Evidence: One silver Colt 45 caliber firearm with an empty magazine.
Evidence: Three spent .45 caliber shell casings.
Evidence: One spent .380 caliber shell casing.
