Hartford Vice and Narcotics detectives investigate large scale heroin distribution network in city's Southend.

(Hartford) - On February 9, 2005, at approximately 1900 hours, Hartford Police Vice and Narcotics Detectives, with the assistance of K-9 Barnum, conducted an investigation into large scale heroin distribution in the city's Southend.  As a result of the investigation at 119 Arnold Street, Hartford, three individuals were arrested on  numerous narcotics possession and distribution charges, and more than 750 bags of heroin with a retail street value of $7,500.00 was seized.

Arrested and charged were: 

  • Robert Montanez, DOB 1/28/84 of no certain address (NCA), charged with Possession of Narcotics, Possession of Narcotics With Intent to Sell (PWITS), Possession of Narcotics by a Non-Dependent Person, and Possession of Narcotics by a Non-Student Within 1,500 feet of a School.  Montanez' bond was set at $500,000.

  • Angel Sanabria, DOB 6/22/83, of 9 West Pearl Street, New Britain, charged with Possession of Narcotics, PWITS, Possession of a Controlled Substance, and PWITS within 1,500 feet of a School, and Interfering with Police.  Sanabria's bond was set at $300,000.

  • Luis Angel Rudon, DOB 8/31/82, of 863 Capitol Avenue, Hartford, charged with Possession of Narcotics, PWITS, and PWITS within 1,500 feet of a School.  Rudon's bond was set at $250,000.

In commenting on the successful investigation and the use of K-9 Barnum, HPD Vice and Narcotics Commander Lieutenant John Betz stated, "This is a perfect example of the value K-9's play in often dangerous police work.  With K-9 Barnum's assistance we are able to locate drugs that might otherwise go undetected.  The work of Vice and Narcotics detectives throughout this investigation was outstanding."
