Police Department In a law enforcement career spanning more than twenty years with the Hartford Police Department, in every major division of the department, garnering extensive investigative and management experience, until his appointment as Deputy Chief of Hartford by Hartford Police Chief Patrick J. Harnett on October 13, 2004, Chief Roberts served as Commander of the HPD’s Juvenile Investigative Division. Upon graduation from the Hartford Police Department Training Academy in 1982, Chief Roberts began his police career as a Patrol Officer. In 1988 he was promoted to Detective then to Sergeant in 1991, whereupon he joined the HPD’s Vice and Narcotics Unit. As a Vice and Narcotics Supervisor, then Sergeant Roberts supervised twelve Detectives, working along side federal agencies and various drug task forces conducting short and long-term investigations into drug trafficking in Hartford. In 1994, Chief Roberts served with the HPD’s Crimes Against Persons and Major Crimes Divisions where he supervised Detectives in the investigation of Sexual Assaults, Homicides, Kidnappings, Rapes, Forgeries, Robberies and Burglaries. An innovator in community policing, in 1996 Chief Roberts was made Commander of the HPD’s Community Oriented Policing Operations Unit, a post he held until appointment as Executive Officer to the Chief of Police in 2000. As Youth Initiative Unit Supervisor from 2000 to 2002, Chief Roberts coordinated all community youth related activities of the department, including the Police Athletic League, the D.A.R.E. program and the Hartford Police Explorers and Cadet Programs. Promoted to the rank of Lieutenant in 2002, and assigned as a Patrol Commander in charge of Field Operations in the South District Police Service Area, Chief Roberts commanded over 150 sworn and civilian personnel. Appointed Commander of the Juvenile Investigative Division in April of 2004, Chief Roberts was charged with managing and coordinating investigations involving all Juvenile Sexual Assaults, Child Abuse and any other incidents where children may fall victim to a crime. Since his appointment as Commander, the Division has seen a reduction in open cases of more than 80 percent. A recipient of the “Chief’s Medal of Valor”, the highest honor bestowed to a member of the Hartford Police Department, Deputy Chief Roberts has three Distinguished Service Medals, Six Exemplary Service Medals and a Merit Award. He has served with the Hartford Police Department Honor Guard (1983-2003) and the Department’s Emergency Response Team (1987-1995). He is also a member of the Hartford Guardians, Inc., Police Benevolent Association, National Association of Black Law Enforcement Officers, and is a former member of Toastmasters International in which he served two years as Vice President for Education.
