HARTFORD CAR JACKING SUSPECT CAPTURED BY BRONX POLICE


(Hartford) - Detectives of the Hartford Police Department's Major Crimes Division are working with Bronx, New York, police in connection with an investigation of a Thursday, September 21, robbery and car jacking of a 65 year old Wethersfield, Connecticut, resident that occurred at approximately 4:00 p.m. in the vicinity of Ledyard and Meadow Streets in Hartford, and culminated with the suspect being shot by New York City police during a stolen vehicle stop at approximately 3:45 a.m. this morning.

Hartford police responded to a report of carjacking and robbery reported by a victim who stated he had been shopping at the PriceRite Grocery store on Silas Deane Highway in Wethersfield when the suspect asked for a ride to downtown Hartford.  The victim offered to drive the suspect to as far as the South Green area of the city. While in the car proceeding north on Wethersfield Avenue, the suspect requested that the victim drop him off at Meadow and Ledyard Street.  When the victim stopped the vehicle at that location the suspect pulled out a knife and demanded his money and wallet.  As the suspect waved the knife in the car the victim received an  cut to his right thumb area.  The suspect then told the suspect to get out of the car and he then sped away heading south on Ledyard Street.  The victim declined medical attention for the cut to his thumb.  Hartford detectives reported the stolen vehicle, a 1998 4 door grey Ford Taurus to the NCIC and obtained a description  of the suspect as a Black male, 5'10", 170 lbs, wearing a grey sweatshirt, dark pants, and a dark baseball cap, possibly in his twenties.

This morning Hartford police were informed by Bronx, New York police that at approximately 3:45 a.m., at the corner of E. 224 Street and White Plains Road in the 47th precinct of the Bronx, uniformed officers on patrol pulled over a gray 1998 Ford Taurus that had been reported stolen earlier at knife point robbery in Hartford, Connecticut.  Two additional officers responded to the scene and as the suspects were exiting the vehicle, the passenger, a Black male, pulled out a 12 inch carving knife.  Two shots were fired striking the suspect in the right thigh.  The second suspect, a Black male, who was driving the vehicle, surrendered without incident.  The suspect was taken to Jacobi Medical Center where he is listed in stable condition.  The knife, photo below, was recovered at the scene.  Bronx, New York police indicate charges are pending at this time.

The suspect, James Biggs, AKA Jimmy Lee Biggs, III, a career criminal,  LKA 295 Tolland Street, East Hartford, and 8 Elm Court, Windsor Locks, CT, is wanted by Hartford Police for questioning in connection with the September 21 Ledyard and Meadow Streets car jacking and robbery. 

Biggs was released on parole by the State Board of Pardons and Paroles on August 31, 2007.
