HARTFORD POLICE CONDUCT CITY-WIDE
SEX OFFENDER COMPLIANCE SWEEP


(Hartford) - Detectives of the Hartford Police Department's Sex Offender Registry Unit, with the assistance of the HPD's Emergency Response Team, and in coordination with State of Connecticut Offices of Parole and Probation, conducted a city-wide sex offender warrant sweep and registry compliance check on Thursday, January 31, 2008. 

A total of 21 (twenty one) operational locations were visited resulting in 8 (eight) arrests warrants served (4 Take Into Custody Warrants), 1 (one) firearms arrest, (7 (seven) seized firearms (1 recovered stolen), 1 (one) registered sex offender in compliance and 12 (twelve) Registered Sex Offender investigative visits.  Further investigations into the non-compliant offenders will follow and appropriate law enforcement action will be taken. 

Four youthful offenders and four adults were arrested.  The four adults and their charges are as follows:

  • Augustus Samuels, DOB 4/19/1949, of 205 Laurel Street, Hartford.  Booking photo of Augustus Samuels. Charged with Sexual Assault 1st, Risk of Injury to a Minor (2 counts), Assault 2nd, Criminal Possession of a Firearm (7 counts), and Theft of a Firearm.
     
  • George Marshall, DOB 3/4/1968, 28 Taylor Drive, Hartford.  Charged with Failure to Register.  Booking photo of George Marshall
     
  • Howard Skirvin, DOB 8/7/1952, 35 Roger Street, Hartford.  Arrested in Farmington, CT, and charged with Sex Assault 1st, (3 counts), Risk of Injury to a Minor (6 counts).  Booking photo of Howard Skirvin
     
  • Everett Merritt, DOB 10/9/1959, 566 Howard Avenue, New Haven.  Charged with Larceny 2nd. 

The purpose of the HPD's Sex Offender Registry Unit, which was created last Fall by Hartford Police Chief Daryl K. Roberts, and the city-wide sweeps is to enforce laws requiring sex offenders to register and to keep their whereabouts known to police and the public.
