On Monday, September 21, 2015, Hartford/US Fugitive Task Force working with the Hartford Shooting Task Force developed credible information regarding a vehicle in which an occupant may be illegally in possession of a firearm. Hartford STF Officers observed a vehicle matching the description, traveling north on Garden Street in the area of Greenfield Street, traveling fast and disregarding multiple stop signs. STF and Fugitive Detectives stopped the vehicle on Barbour Street at Westland Street. Further investigation revealed the passenger, Accused/Daniel, had a stolen S&W 9mm firearm concealed in his waistband. Accused/Daniel was also in possession the listed narcotics. The operator of the vehicle Accused/Castro, was in possession of the listed narcotics Both accused parties were transported to Hartford Police Headquarters for booking and processing.
Arrest #1; Castro, Khadafi, 37, of Hartford, CT.
Charges; Stop Sign Violation x 2, Operating Under Suspension and Possession Narcotics.
Arrest #2; Daniel, Keenan, 19, of Benton Harbor, MI.
Charges; Weapon in M/V, Carrying Pistol w/o a Permit, Theft of a Firearm and Possession Narcotics.
Vehicle; 2013 Mazda 2, four door hatchback color gray, GA temporary plate
Daniel- Smith & Wesson Model 59, 9mm handgun, with one magazine containing (10) live 9mm rounds of ammunition.
Firearm listed in NCIC as stolen out of Bloomfield, CT.
Daniel- (1) plastic bag containing (20) small zip lock bags each containing a white rock like substance (suspected crack cocaine).
Castro- (7) wax paper sleeves each containing an off white powder substance (suspected heroin).
On Sunday, September 20, 2015, in response to numerous recent shots fired and firearm related calls on the street, the Hartford Shooting Task Force set up surveillance in the area of Pawtucket Street. At approximately 5:20pm, a group of men gathered in front of 3 Pawtucket Street and became involved in a heated dispute. Through investigation and surveillance, investigators believed the individuals were armed and that the dispute would become violent. As a result, members of the Hartford STF were directed in to detain the group. During pat downs for weapons, Detectives located a .40 caliber Glock, in Accused/Lugo's shorts pocket. Then they located a .38 caliber revolver in Accused/Rosario's rear pant pocket. During the investigation Accused/Hampton and Tellado interfered with the arrest and were charged accordingly.
Two Parolees were also taken into custody and immediately remanded by the on scene CT DOC/Parole investigator: Parolee Sterling was involved in the dispute and Parolee Velez was present with Accused Lugo, both were remanded by a Hartford STF assigned DOC/Parole Officer and transported directly to Hartford Correctional Center. The remaining arrested parties were transported to Hartford Police Headquarters for booking and processing procedures. Accused Rosario and Lugo were held on $750,000 bonds respectively.

Charges; Disorderly Conduct, Carrying a Pistol w/o a Permit, Criminal Possession of a Firearm and Theft of a Firearm.
Firearm Seized; Smith & Wesson, Model 637, .38 caliber Revolver, with one live .38 caliber round of ammunition (gun was stolen out of East Hartford).
(Rosario, a convicted felon, was also a shooting victim earlier this year, he did not cooperate with that investigation).
Arrest #2; Lugo Jr, Jose, 25, of Hartford, CT.
Charges; Disorderly Conduct, Carrying a Pistol w/o a Permit, Criminal Possession of a Firearm and Obliterated Serial Number.
Firearm; Glock, Model 27, .40 caliber handgun, with obliterated serial number, magazine containing (4) live .40 caliber rounds of ammunition.
Arrest #3; Hampton, John, 25, of Hartford, CT. Charge; Interfering w/ Police.
Arrest #4; Tellado, Rafael, 21, Hartford, CT. Charges; Disorderly Conduct and Interfering w/ Police.

On Friday, September 18, 2015, at approximately 10:50pm, members of the Hartford Shooting Task Force responded with HPD Patrol Officers to 193 Hampton Street, for a threatening with a firearm complaint. In the area of 180 Hampton Street, Hartford STF Investigators observed a male matching the suspect description. The Hartford STF Investigators stopped the male and during a pat down for weapons located a loaded 9mm firearm in his front waistband. A check of the weapons serial number showed that it was a stolen firearm from Vernon CT. The male, identified as Keevis McGhee, was handcuffed without incident. Also located in McGhee's pant pocket was a plastic bag containing 8.4 grams of crack cocaine. McGhee was transported to Hartford Police Headquarters for booking and processing procedures.
Arrest; McGhee, Keevis, 38, of 5 Addison Street, Hartford, CT.
Charges: Carrying a Pistol w/o a Permit, Criminal Possession of a Firearm, Theft of a Firearm, Possession of Narcotics and PWITS Narcotics.
Firearm Seized; Kahr Arms Model P9 9mm, one chambered round and five (5) in magazine, stolen out of Vernon, CT.
