Tuesday, August 25, 2015, was the first day of school for most students in the City of Hartford. Deputy Chief Robert Ford, along with prominent members of the community welcomed students back with a corridor of high fives and cheers of encouragement at the Martin Luther King Jr. Elementary School on Ridgefield Street.

On March 23, 2015, at 5:52pm, Hartford Police Department Patrol Officers responded to 19 Benton Street on a report of a victim who had been shot. Officers located the victim, later identified as Julius Rivera, DOB 03/04/1995, lying on the floor within the apartment. Rivera sustained multiple gunshot wounds and succumbed to his injuries a short time later. Information was provided that Rivera was allegedly a member of the "420" gang associated with 19 Benton Street.
Major Crimes Division Homicide Detectives assumed the investigation. A suspect, Raymond Vega, DOB 06/04/1995, of 11 Benton Street also known as "Cito" was developed early on in the investigation. Vega is allegedly affiliated with the Latin King gang.
Witnesses were located and ultimately identified Vega as the shooter. An arrest warrant was approved for Vega for violation of CGS 53a-54a, Murder. Vega is currently incarcerated at Garner Correctional Facility for an unrelated incident. On August 25, 2015, at a habeas, the warrant was served and he is charged with Murder, held on a $1,000,000 Bond.
