On the morning of Saturday, September 20, Hartford Police Department Patrol Officers captured John O'Connor, 48, of East Hartford, at 10 Jefferson St. in the act of robbing and kidnapping a victim. This was the result of an ongoing investigation into several Police Impersonation/Robbery incidents in the south end of Hartford. Five similar "Police Impersonator" incidents had been reported to HPD in just over a week. O'Connor is alleged to approach unknown victims and identify himself as a Detective. The suspect would then request ID information and while the victims were complying, the suspect would take their wallet. In one incident, the suspect forced a 63 year-old solely Spanish-speaking victim to the ATM to retrieve funds. O'Connor is a white male in his 40's, with dark short hair, cleanly shaven with no accent or tattoos. O'Connor did not have any police clothing or equipment other than a badge that he wore hanging from around his neck. Major Crimes Division Detectives are continuing the investigation into past incidents and will be applying for more arrest warrants in the near future.
Additional victims are encouraged to come forwarded. It is possible that there are more, unreported victims, in the Hartford region that have not yet made themselves known to the Police. It is possible that immigrant victims were being targeted. If anyone believes they may have been a victim of one of these Police Impersonator/Robbery incidents, they are asked to contact HPD Sergeant Brandon O'Brien at (860) 757-4089.

O'Connor, who is a convicted felon, is also wanted by Probation/Parole.
As a part of the Envision Fest on Sunday, there will several bicycle races through the heart of downtown Hartford. During the races, the course will be closed to vehicle traffic. This will occur throughout the day from 8:00am through 5:00pm. HPD Traffic Division Officers will be at all intersections affected to help direct and reroute vehicle traffic.
