Hazard Involving Juvenile- Possible Drowning

On Tuesday, July 14, 2015, Hartford Police Department Patrol Officers were dispatched to 53 Elmer St. HTFD on a 911 report of an injured child. Arriving Officers determined the parents had already left the address to deliver the child to the Hospital. On the way to the hospital, the parents encountered EMS personnel. The child was immediately transported to CT Children's by EMS. HPD Detectives from the Special Investigative Division as well as the Major Crimes Division initiated an investigation.

The one year old victim, Antonio Armando Delgado, Jr, Born July 10, 2014, was listed as critical with severe injury due to lack of oxygen. The child's parents, Antonio Armando Delgado, Sr, 33 of Hartford and Tamara Lee Santana, 27 of Hartford, have been in contact with investigators. Initial details provided by the parents as well as the child's injuries are both consistent with the child drowning in the bathtub.

The juvenile was removed from life support July 18, 2015, and died before 11:00 am.

An autopsy is scheduled for the juvenile victim to be performed at the State of Connecticut, Office of Chief Medical Examiner. The investigation is ongoing.

Arrest in March 19, 2015 Homicide

On Thursday, March 19, 2015, Hartford Police patrol units responded to the area of Blue Hills Avenue and East Burnham Street for the report of shots fired. Upon arrival, officers located the victim at 668 Blue Hills Avenue suffering from a single gunshot wound to the head. EMS responded and transported the victim to Saint Francis hospital where he was pronounced deceased. Major Crimes and Crime Scene Divisions responded and assumed the investigation.

The investigation developed for several months. On July 16, 2015, an arrest warrant was signed charging James Canidate with Murder and firearm violations. Canidate is currently incarcerated in the custody of CT DOC. (He was arrested in March for Assault 1st, Threatening and Violation of Probation with a $750k Bond.) He will subsequently be habeas to court for arraignment on these latest charges.

Firearm Arrest on Sterling Street

On July 16, 2015, Hartford Police Department Vice and Narcotic Detectives received information that members of the "Dumouts" street gang were in possession of a firearm and would be in the area of Sterling Street. Vice and Narcotics Detectives, with the assistance of the HPD Shooting Task Force and HPD North Condition Officers, responded to the area of Sterling Street and observed the suspect vehicle in the driveway of 9 Sterling Street. Through investigation, HPD Detectives and Officers approached the suspect vehicle, a search was conducted and a stolen .380 caliber handgun was recovered from the rear passenger of the suspect vehicle. Cameron Mounds, 18, of Hartford was arrested, debriefed by Detectives and transported to the Hartford Police Booking facility. A second passenger within the vehicle identified as Hakieym Dickson, 19, of Hartford was ticketed for possession of a controlled substance.
