Today: Mayor Segarra Declares Snow Emergency Effective at 3:00pm

(January 21, 2014) Mayor Pedro E. Segarra has declared a snow emergency parking ban for the City of Hartford, beginning at 3pm today until tomorrow, Wednesday January 22 at 3pm—UPDATE: 10:00am instead. All Hartford Public Schools have early dismissal by 12:45pm. The Winterfest skating rink in Bushnell Park will close at 5:00pm and open tomorrow at 11am. The Emergency Operating Center (EOC) will be partially open at 12pm to monitor the storm and fully operational by midnight. The Hartford Fire Department will increase staff beginning at 6pm.

“The snow could be anywhere from 5 to 10 inches in Hartford but residents should also be mindful of extremely cold temperatures over the next few days,” said Mayor Segarra. “We’ve done this before and should take the necessary precautions. I encourage folks to check on their neighbors whenever possible. Our shelters will remain open for 24 hours as long as the temperatures are below freezing.”

During a snow emergency parking ban, all on-street parking is prohibited throughout the City of Hartford. Any vehicles not removed from City streets by the start of the parking ban will be ticketed and towed. Residents without access to off-street parking should move their vehicles to one of the following authorized parking areas before the start of the parking ban:

  • 2 Holcomb Street Lot
  • Keney Park Entrance Lot—Ridgefield Street
  • KDA Center Lot—Naugatuck Street
  • Pope Park Center Lot—Park Terrace
  • Metzner Center Lot—Franklin Avenue
  • Colt Park Lot—Wawarme Avenue
  • Elizabeth Park Lots
  • Morgan Street Garage- 155 Morgan Street
  • All Hartford Schools Parking Lots beginning today at 3:00pm


Residents should remove their vehicles from these lots promptly following the end of the parking ban. Residents whose vehicles are towed during the parking ban should contact the Hartford Police Department at (860) 757-4000. The cost for retrieving a towed vehicle is $97.84. An additional $99.00 ticket will be issued which owners are responsible for paying before the answer date. Due to the severe cold weather, residents should take the following precautions:

  • Stay indoors if possible
  • If you must go outside, wear several layers of loose-fitting, lightweight, warm clothing rather than one layer of heavy clothing. Wear a hat and change wet clothes frequently to prevent loss of body heat.
  • Cover your mouth with a scarf to protect your lungs.
