City of Hartford Offers Small Businesses an Opportunity for Development

(March 26, 2014) The City of Hartford’s Marketing, Events, and Cultural Affairs (MECA) Division in the Department of Development Services has announced the release of the 2014 – 2015 Business Development Grants for Artists and the Creative Industry. Designed to build jobs through the creative economy, the grants offer Hartford-based artists and small businesses more than $100,000 funded by federal Community Development Block Grants (CDBG). The City’s MECA Division will be accepting proposals through to Friday, May 9, 2014.


Individual grants of up to $10,000 are administered by the City of Hartford, and may be used for business-related operational costs and equipment purchases. These grants are targeted to individuals and businesses that create, promote or distribute the arts, with the goal of creating jobs as Hartford-based artists expand their capacity to produce new work, improve marketing strategies, and grow their businesses.

Hartford’s investment in the local art community has been a powerful economic driver. In 2013, each dollar invested through the Arts and Heritage Jobs Grant brought in $13.18 in audience spending. Since its inception in 2009, the program has become a nationally recognized model for using the arts to stimulate local economy, and create short- and long-term job opportunities.

Mayor Segarra Announces Selection of Chief Operating Officer

(March 19, 2014) Today, Mayor Segarra announced the selection of Mr. Darrell Hill as Chief Operating Officer for the City of Hartford.

Most recently Mr. Hill served as Assistant City Manager for the City of Norfolk, Virginia where he was directly responsible for the executive management of several departments including, Development; General Services; Recreation, Parks & Open Space; Human Services; the Community Services Board (Mental Health and Substance Abuse) and the Office to End Homelessness. Mr. Hill joined the City of Norfolk in 2009 when he served as Director of Finance & Business Services managing the city’s $1.2 billion financial operation. He has significant private sector experience and a background in finance. Mr. Hill began his career in public service in 2006 as the Executive Director of the Virginia Resources Authority, the state’s pooled credit agency for local governments, overseeing a debt portfolio of over $1 billion as an appointee of then Governor, now U.S. Senator Mark Warner.

In addition to a long-standing commitment to community service, Hill is a member of the Governmental Finance Officers Association (GFOA), the National Forum for Black Public Administrators (NFBPA) and a graduate of Hampton University.

“Darrell is uniquely qualified because of his strong background in public finance, economic development/redevelopment and his knowledge of the specific challenges that come with managing an urban area,” commented Mayor Segarra. “He is smart and known as a straight shooter. I look forward to having him on my team.”

“It is clear that Hartford is poised for tremendous growth and development due to its physical assets, rich culture and historic sites. Everyone I have met is extremely knowledgeable, passionate and I am eager to be immersed in the energy of the City. I am grateful for the Mayor’s support and look forward to rolling up my sleeves, working with City Council, residents and the business community to drive Hartford into the future.”

The appointment requires City Council approval and will be on the Agenda for their March 24 meeting.

Tuesday: Mayor Segarra Participates in CareCentrix Ceremony

(March 17, 2014) On Tuesday afternoon, Mayor Pedro E. Segarra will join Department of Economic and Community Development (DECD) Commissioner Catherine Smith and CEO John Driscoll for a ribbon-cutting ceremony at CareCentrix headquarters in Downtown Hartford. CareCentrix is expanding their office space in Hartford to prepare for the hiring of new employees.

City of Hartford Launches Economic Development Competition to Spur Job Growth

(March 12, 2014)  Today, Mayor Pedro E. Segarra announced the launch of Strong Cities, Strong Communities (SC2) at the Colt Gateway. SC2 Hartford is a two-phased competition that offers cash prizes—totaling $900,000—to encourage teams to create economic development plans for the city.

 

The overarching goals of SC2 Hartford are to position Hartford as the city where entrepreneurs start and grow companies, and to capture ideas that spur job growth and drive urban revitalization. Hartford is one of only three cities to win this highly competitive grant from the Obama Administration; Greensboro, NC and Las Vegas, NV are the other honorees.

“Hartford has an incredible community of entrepreneurs who are pushing the envelope on ideas, innovation and product design,” said Mayor Segarra. “City government must feed innovation, and this is a tremendous opportunity to promote new ideas and focus that creative energy on developing Hartford into one of the Best Capital Cities in America.”

Participants must register by July 24, 2014 for the two-phased competition. Proposals, due September 22, will be reviewed by a panel of community leaders who will award cash prizes of $60,000, $30,000 and $10,000 to the top three proposals. These three teams, and other selected finalists will advance to Phase II, where they will further develop their proposals into detailed, actionable plans. Six cash prizes totaling $800,000, including a top prize of $500,000, will be awarded to the winning plans.
