The Contract Compliance Unit has the responsibility to monitor the efforts of contractors to comply with the Affirmative Action and Equal Employment Opportunity contractual requirements and goals. The intent of these requirements and goals is to enhance the inclusion of minorities and woman contractors and/or trades-workers on City of Hartford projects.

Minority Subcontractor Utilization - Contractors are required to set-aside for Minority Businesses 15% of the total construction work.

Minority/Female Trades worker Participation - 15% of the total project work hours, by trade, shall be worked by minority and female trades-workers.

Hartford Resident Participation - 30% of the total project work hours shall be worked by Hartford Residents.

Any person who believes she or he has been discriminated against may file a Title VI complaint by completing and submitting the City of Hartford Title VI Complaint Form. The Procurement Services Contract Compliance Unit investigates complaints received no more than 180 days after the alleged incident. The Contract Compliance Unit will process complaints that are complete.

Supplier Diversity

The Supplier Diversity certification program encourages the participation of small and minority/women business enterprises in the City of Hartford's set-aside programs. Steps are taken to identify, certify, and encourage small businesses to participate in every aspect of the City's procurement of goods and services. An online application for certification must be completed. Within 30 days, the application will be reviewed for completeness and eligibility. An interview and a site visit of the business operations may also be scheduled for additional review. Small businesses are re-certified every two years.

Certification Eligibility Requirements

  Small Contractor

  • Business must have been established for at least one (1) year under the same ownership or management and have maintained its principal place of business in Connecticut for at least one year prior to the date of application.
  • Gross revenues not exceeding $10 million during its most recent fiscal year.
  • 51% ownership held by one or more individual who exercises the operational authority over daily affairs of the business, has the power to direct policies and management, and receives beneficial interests of the business.

  Minority/Women Business Enterprise

  •  A small contractor with at least 51% ownership by one or more minority individual who exercises the operational authority over daily affairs of the business, has the power to direct policies and management, and receives beneficial interests of the business.
  • Minority is defined as American Indian, Asian, African American/Black, Hispanic, Iberian Peninsula, woman, and an individual with a disability as defined by CGS 4a-60g as amended by Public Act 07-04.
