The Volunteer Income Tax Assistance (VITA) program offers free tax help for households with an annual income of less than $50,000. IRS-trained volunteers prepare and electronically file state and federal income tax forms at no charge and ensure that taxpayers claim the proper tax credits and refunds, including the federal Earned Income Tax Credit (EITC), a tax credit available to lower to moderate wage earning families that's worth an average of $2,240 nationally, and the Connecticut Earned Income Tax Credit (CT-EITC).

Call 2-1-1 to set up a VITA appointment locally, and view this list of VITA locations in the Hartford area. United Way 2-1-1 is a free, multilingual information and referral hotline, open 24 hours a day, 7 days a week. VITA sites are operated during convenient times, including weekends, and free tax assistance is also available in Spanish and Polish at some sites. At last year’s United Way-supported VITA sites in central and northeastern Connecticut, taxpayers received $22.6 million in refunds and credits, including an estimated $8.7 million in the federal and state Earned Income Tax Credits. At VITA sites, tax filers receive their tax refunds in 7-10 days through direct deposit into a personal bank account.

Also, in partnership with United Way Worldwide and the Walmart Foundation, United Way is providing a free tax filing program for households with an income up to $57,000. Q: Am I eligible for any exemptions?

A: You may be eligible. The exemption categories include Veteran; Spouse of a deceased Veteran; Blind; Totally Disabled; Motor Vehicle of a Serviceman or Servicewoman (active duty); Farmers / Merchants; and Forest, Farm and Open Space.  For details about these exemptions, or if you think you may qualify, contact the Assessor’s Office at (860) 757-9630.  Veterans’ & other exemptions, if any, appear in the total exemptions (“exempt”) box on your tax bill.

Q: Are there any tax benefits for senior citizens?

A: Yes!  If you or your spouse are age 65 or older, permanently reside in Hartford (legal residence), either own your own home, and meet certain income restrictions, you may be eligible for one or more forms of city or state financed property tax credits and / or tax deferral.  To inquire about eligibility, or for information about these programs, contact the Assessor's Office at (860) 757-9630. You may also inquire in person at the Assessor’s Office, Room 108 at City Hall.  If you are a renter and meet certain income restrictions, you can apply at the Elderly Services Division located at 2 Holcomb Street, First Floor, Hartford; Telephone:(860) 547-1426.
